Following the external examination of Wherstead's Neighbourhood Plan the document has been updated and submitted to Babergh and Mid Suffolkn Council to allow the referendum to take place.

Examiner's review of Wherstead Neighbourhood Plan.
May 2023
Wherstead Parish Council are in the process of updating our Neighbourhood Plan to adopt the comments made by the examiner. The changes the examiner has asked for include; removal of some proposed 'important views', changes to some policy wording where it refers to development proposals within, or might affect the AONB.
The examiner has concluded that subject to these modifications the Plan meets the Basic Conditionsand it can proceed to local referendum.
The date of the referendum will be announced shortly.
Completion of Regulation 16 Consultation of Wherstead Neighbourhood Plan
February 2023
The Draft Neighbourhood Plan has completed the Regulation 16. The draft, along with all comments have been passed to the Inspector so that the formal evaluation can begin.
Submission of draft Neighbourhood Plan 2018-2037
November 2022
The Draft Neighbourhood has now been submitted to Babergh District Council and in accordance with regulation 16 will be available for public consultation between Wednesday the 16th of November 2022 and 4.00pm on Friday the 20th Jan 2023.

Pre-Submission Consultation on Draft Neighbourhood Plan
We have now reached the Pre-Submission Consultation Stage on the Draft Neighbourhood Plan. The consultation runs for six weeks until Monday 22 November.

We would welcome your comments. These can be submitted online or by completing the form below and returning it as instructed on the form. Alternatively, you can comment online, which we would prefer if possible.
Paper copies of the Plan are available to borrow by contacting any member of the Parish Council and If you cannot complete the form online, you can drop off your completed paper form to the following parish councillors:

Following the completion of the consultation, we will review comments received, make any necessary amendments to the Plan and then submit it to Babergh District Council in order that it can proceed to examination and a village referendum next year.

A Neighbourhood Plan for Wherstead
Update July 2021
The documents that form the evidence base, being; the residents’ questionnaire, the Local List (of historically important structures), the AECOM Design Guide and the Suffolk Wildlife Trust report are all available on the Village web site (below) and we would encourage you to read through them. If you are unable to access the documents from the web site please contact one of the Parish Council who can arrange for a copy to be provided.
The first draft of the Wherstead Neighbourhood Plan is being reviewed now and (subject to any Covid restrictions) will be available for all residents to view at a drop in event towards the end of August / start Sept.
Neighbourhood Plan Evidence documents
The Neighbourhood Plan will include a number of supporting documents which form part of the evidence base for the plan.
The Parish has produced a Local List of Buildings and Structures of Architectural and Historic Interest. These structures fall below the national Listed designation, but are still of local significance and are classified 'Non-Designated Heritage Assets'. The value of buildings included on the list must be taken into account by the Local Planning Authority when considering planning applications which might affect them.

Neighbourhood Plan Consultation Questionnaire Summary

Neighbourhood Plan Consultation Questionnaire: Now Closed
Thank you to everyone who have completed and returned the consultation questionnaire. We have had 62 documents returned and are currently analysing them.
Neighbourhood Plan Consultation Questionnaire:
1st December
The Neighbourhood Planning team will be sending out a questionnaire at the start of December asking for your views and comments on a wide range of issues that affect the village. The responses to these questions will help us formulate relevant Neighbourhood Plan policies.
We will deliver a paper copy to every household in the village, but the questionnaire will also be available on-line at https://www.smartsurvey.co.uk/s/QJ5DZ0/ and it would really help if you complete the on-line version rather than the paper copy as this will speed up our analysis of the responses.

Neighbourhood Planning Update 20th Nov
The Neighbourhood Planning team are in the final stages of preparing the 'Household Questionnaire', which is expected to be distributed to residents at the start of December 2020. The data collected by the questionnaire will be used to provide a significant input to the NP Policies. This questionnaire can be completed by any resident over 16 years of age and will be available in paper copy or on line. Residents will be encourage to complete the online version as this will increase the speed the returns can be analysed.
The NP team have also decided to commission a design guide to cover the designs of any new residential housing or businesses in the Parish. By agreeing to produce a design guide unlocks up to an additional £8,000 of funding which can be used to produce reports.
It has also been agreed to employ Suffolk Wildlife Trust to produce a Landscape and Wildlife Evaluation 2020 report.

Tuesday the 6th Oct - Places4People presentation & Neighbourhood Planning discussion
The meeting was open to all residents and was chaired by Ian Poole from Places4People. He walked through a presentation on Neighbourhood Planning which can be viewed by clicking here.

In addition to a general discussion on what can and cannot go in Neighbourhood plans and how Ian's role will work, the attendees listed things that they 'cherished' about Wherstead and things they would like to see improved, the full list is in the notes.

A Neighbourhood Plan for Wherstead
The Wherstead NP team are holding a meeting for all residents on Tuesday the 6th October at 7.30pm.
There will be a short presentation on what Neighbourhood plans 'can and cannot do' by Ian Poole, the consultant we will be working with and then a chance for you to ask questions and be involved in a general discussion.
If you are unable to attend the zoom call, but want to contribute, please contact one of the NP team or a Parish Councillor before the meeting.
So far, the main topic areas we have identified for the Wherstead NP are:
* What sort of place would you like Wherstead to be in five, ten, fifteen years’ time?
* Should we encourage new housing development?
* Do we want further business development around the village?
* Are there environmental issues that we should be addressing; pollution, renewables?
* Preservation of wildlife and its habitat.
Do we want to include a community action section, whilst not strictly planning it can cover important issues?
* Are there issues around Roads, Traffic, Parking, footpaths and Bridleways we should be considering?
* What are the concerns around Anti-Social behaviour?
* Are there things we would like to see to build village life, clubs, community activities?

Wherstead Neighbourhood Planning team Sept 23rd
A Neighbourhood Plan for Wherstead
The Neighbourhood Planning team would like to thank all the residents who participated in the vote to decide if we would like to create a Neighbourhood Plan for Wherstead.
I am very pleased to say we have had fifty-four voting forms returned, with a unanimous ‘Yes’ vote in favour of creating a plan.
Based on this result the Parish Council have authorised the creation of a Neighbourhood plan for Wherstead and the parish has applied to Babergh to be a designated Neighbourhood plan area.
So, what happens next….
We have engaged Places4people to help us create the plan, they are funded by grants from the Government, so there is no cost to the Parish.
- We need to identify what is important to us the residents of Wherstead, and things we would like to see the plan cover.
- Places4people will provide examples of issues that other parishes have included in their questionnaires and plans to get us started and these ideas will be shared with the residents.
- Places4people will host an evening virtual meeting for any interested party to attend to get guidance on what is possible (and what is not) as we begin to create a questionnaire to go to all households so we can assemble a list of issues we consider important.
- If you already have any ideas on things you would like to see in the plan, please contact any of the Parish Council and they will pass it onto the Neighbourhood Planning team.
